The Highlands County Sheriff’s Office Special Victims Unit and the local Probation and Parole office make it a point every year to check on sexual offenders who have stipulations that say they are not to welcome trick-or-treaters at their homes or participate in any Halloween events. We are happy to say that there were no offenders who violated those conditions.
In a somewhat related effort – and with a big assist from the Uniform Patrol Division and Crime Suppression Unit – there was a sweep of non-compliant sexual offenders/predators and career offender on Thursday, Oct. 31 that resulted in nine offenders being arrested for violating their registration requirements.
There were also four people arrested on new charges, three of them for offenses that could net them life sentences in prison if convicted.

- Sexual offender Dakota Christopher Joe Grosse (DOB 08/05/1997): Failure to Register (5 counts)
- Sexual offender Epifanio Garza Anzaldua (DOB 10/13/1937): Failure to Register (2 counts), violation of probation (currently on probation for failure to register)
- Sexual predator Anita Shantay Robinson (DOB 11/04/1977): Failure to Register (34 counts)
- Sexual offender William Leon Gray (DOB 10/12/1951): Failure to Register (10 counts), violation of probation (currently on probation for failure to register)
- Sexual offender Ronald Edward Lozier (DOB 10/27/1961): Failure to Register (1 count)
- Sexual offender Jasahn Brown (DOB 04/30/1990): Failure to Register (4 counts), violation of 1,000-foot residency restriction
- Career offender/habitual violent felony offender David Willis Sperow (DOB 06/09/1969): Failure to Register (1 count)
- Career offender/prison releasee re-offender Thurlow Frederick Wilkins (DOB 09/23/1978): Failure to Register (1 count), possession of cocaine with intent to sell, felony possession of drug paraphernalia, possession of MDPV (Molly) with intent to sell
- Sexual offender Frederick Uhlman Rock II (DOB 03/11/1974): Failure to Register (19 counts – was arrested in Monroe County and was out on bond for failure to register charges).
